Finally played Pwned By 14:00 again. I'm rusty and I was very confused.
I've been working on this map in Retrostudio with slight inspiration off "CDarchive"

Guest 666 literally has abilities that help him be very fast, ofc he doesn't have same stamina as every other survivor, that would make him broken.
He's a perfectly balanced character, no need to give him buffs.
