WIP for "Cutiemon Walker"

The menus are done. Can now focus only on the minigames ^^

"Cutiemon Walker" is cooking perfectly in the oven with some "UI" additions C:

"Mouse cursor police pursuit" is now at V2.3.0

This update includes:

-Patch an issue allowing the player to control the criminal NPC.

-Patch police light audio was still playing when going back to the menu.

-The new tazer weapon requested by @galaxy__
