Utilities can be found in new secret areas and will provide you with a passive buff when worn.
Only one utility can be worn at once.
Guys trust we're working on the codeeee, @Cozmo_the_Silly 
is doin the portraits, blips, and reinserting dialogue just give us time trust this will be peak.
When you wanna make progress but know that your main coder is currently busy af/you don't wanna overwork them.
(Your other coder still needs to learn the engine)
