questions in Undertale MULTIPLAYER

I read another suggestion about adding our own themes to battles and I would like to ask if that were to be added would there be an approval system in place or would you just be able to slap a theme in the game randomly.
Are we going to get skins from undertale bits and pieces such as mirror frisk or suzy?
Can we have our custom fighting theme from our files that our enemy's can hear while fighting to us?(sorry for my bad english)
Another question I heard you'd be able to create rooms in this game but are players also going to be able to create puzzles with the tools provided in undertale/deltarune?
Welp I wasn't going to ask this, but I may as well get it out of the way in the attack customization are we going to be able to use blue and orange attacks/Soul types in battle?
you will have to spin to get the characters of the AUs that will all have rarities or can you choose? or do you have to buy them with gold?
