The rule states that if a player goes down and the medical staff comes out after the ball has been spotted, the team will be charged a timeout. If the team has no timeouts left, they get charged a 5 yard penalty for a delay of game. This rule is being implemented to prevent defenses from faking injuries to stop effective offenses.
