I like to think of Shanghaivania Ink as phase 4 and I have reasons and evidence supporting this.
1. In the end of phase 3 you land your first blow on Ink and Shanghai has a bloody slash coming from his chest and has blood coming out of his mouth.
2. Shanghai is also significantly harder than ink phase 3. Which would make sense as it would make more sense as a phase 4 for better difficulty scaling.
3. It would also explain why Shanghai has no ink vials. You destroyed them in phase 3. Thus Ink can't stabilize himself.
