It's 1922, the year when Benito Mussolini rose to power as Prime Minister of Italy, atleast in the original timeline. In this version of the story, the violent propaganda crimes organized by the Fascists would not give good results, as Mussolini gets caught and arrested. Even though this upset the Italian people, they didn't oppose resistance and now, the new elected prime minister was Don Luigi Sturzo, founder of the PPI (Partito Popolare Italiano, which was dismantled in 1923 and reformed 20 years later as the "Democrazia Cristiana" party, atleast in the original timeline). Here's what he did (And what he actually promised in the real timeline):

1. An agricolture reform to fight against landlordism;

2. Give the right to vote to women;

3. He would give the Italian regions more autonomy

In my timeline, he would also grant governament access to public money to try and renovate southern Italy. Don Sturzo was also in favour of Syndacalism and Universal Disarmament, but Italy would later spend more on it's military because of the German Threat. With Mussolini not being in power, Italy would probably side with the allied powers instead of the Axis, which would find a new member...
