Bear has far better AP and has a LOT more abilities that Pursuer has no counters for. Pursuer's cloak wouldn't do much since Bear has x=ray vision. Pursuer can't fight off Bear's zombies and will get slowed down by gloop. Bear could also dodge attacks easily with portal and has almost all of Pursuer's abilities.
