PART 2: IN-GAME
Ruins:
With UT's Stat system, you can now kill the froggit you see in the beginning of the area, which will bring you to Level 2. I'll need to see if that breaks the game or not, but it could give you a little bit of a helping hand during Genocide.

Darker Ruins:
Micro Froggit can be stomped on for the normal exp. In normal cases you can also hit a near perfect shot to kill him as well. I changed it so if you want a little more exp(increased from 1 to 8 exp gained.), you have to get a perfect shot in order to hit him. Micro Froggit's attacks balanced just a tad bit. Increased the Micro froggit tiny attack size so you can see it better, decreased the size of the tracking fly so its slightly easier to dodge.
Flier hasn't gotten too many changes. The orb attack that goes in and out has gotten slightly smaller, as well as the flies that go up and down. Just some tiny changes. Nothing else.
Penilla was easy to change. The spinning attack has a bigger battle box giving you more room to move around. And the pencil attack paths dissapear 0.25s faster, making the attack a little bit easier to not get luck-locked.
Sweet Corn got the same treatment as Micro Froggit. The giant corn tracker size is slightly reduced. The corn spears speed is slower by a tad bit so its not an instant reaction needed. The candy corn bullets weren't changed.
Rorrim's Mirrors fall a bit slower before hitting the ground and shattering.
Crispy Scroll's slashes give a 0.25s longer warning so you can dodge quicker and it's laser attack is smaller by just a bit.
Decibat was not changed.
Dalv's lightning circle has gotten bigger slightly so you can move around. His tracking lightning bullets are now smaller but faster.

Snowdin
Insomnilot's snooze attack Is slightly smaller, the sheep attack will have a longer battle box length wise so you know where the sheep are coming from, and the sheep that will start jumping will shake first.
Frosthermit's ice cube tetris attack has slower ice cubes. That is all. The pinchers are slower, I forgot : 3
Know Cone's cherry is slightly smaller and swings at one set speed so it's not luck-based and more skill based.
Trihecta has not been changed.

Martlet:
Yes, martlet gets their own section because they were hell to work with.
Pacifist/Neutral Martlet Fight:
Feather Circle pattern has been changed.
Bowling Ball is smaller, wooden box is shorter.
Wing Gust Feathers are a tiny bit smaller.
Warnings appear a tiny bit earlier to warn you.
Genocide Martlet Fight:
Attacks are slower.
Feather circle pattern has been changed.
Bowling ball is smaller and the wood is shorter.
Wing Gust feathers are smaller but not as small as Pacifist.

Dunes:
Dunebud spawns less tumbleweeds.
Sir Slither's RNG snakes are smaller.
Cactony's needles from the sides will give a warning before firing.
Bowll's Mug Attack starts at 1/4 instead of 1/2 full and now fills up to 3/4 instead of 7/8 full.
Pedla, Violetta, and Rosa's large spinning flower is slightly slower and the colored flowers are also slightly slower.
Mooch, Ace, Moray, and Ed - Shrunk Ed's hands, reduced Ace cards from 3 to 2, Mooch coin attack is slower, final attack has only one card instead of two.

Attacks have a better hitbox so you can hit it without auto-rhythm easier.

Ceroba Fight(Genocide Route):
The stun diamonds form slower so you can escape.
The explosion Attacks indicate what color it'll explode into before bursting into that color.
During the flower burst fire there are less projectiles.
Spinning flowers are slower.

Starlo Fight(Pacifist Route):
Larger Rope Radius, size of color attacks during bell is smaller, horseshoe has a slightly wider gap, gunshots are slightly smaller, less projecticles during bottle explosions.
