Arts and Crafters no longer can spawn if the camera pad is in the middle of flipping up.
Nerfed Joe's kill timer (7s -> 9s)
Nerfed Baldloons kill timer (8s -> 9s)
Fixed a bug with being able to use Death Coin on a character that has already been Death Coined.
