I love this idea, I think it fits so well.

It'd turn Noob into the regular Civilian from Die of Death, and whenever a player with this skin dies a screen similar to Memoriam Shedletsky’s / Die of Death's death screen shows up!

And his Abilities into the following:

Bloxy Cola - Bonus Pad's Hard Hat, taking it out of Civilian's pocket and placing it onto his head. Mainly because Bonus Pads in DoD speed you up. But it could also be Civilian actually just taking a Bonus Pad out of his pocket and throws it onto the ground beneath his feet, speeding him up.

Slate Skin - I can't really find a DoD Equivalent, so it's just a Slate Skin Potion.

Ghost Burger - Cloak's... Cloak, with Civilian placing it around his neck and it turning him partially invisible, and his model being turned into the Ghost model from DoD.

And for different faces, I'd say that while emoting, the face would turn into Taunt's face, and while taking damage / dead, it would be turned into Adrenaline's face! As showcased in the images if you forgot what they look like.

And for lore: Uudh, hmm, I dunno, uh- Civilian dies of death and gets FORSAKENED! OoOoOoOoOoOhh! Super Scaryy!
