I KNOW I JUST SHOWED OFF A DIFFERENT EVIL ITEM THAT WAS ALSO A CHARGE SHOT BUT MY EXCUSE IS THAT THEY'RE BOTH REALLY COOL

Glue is the evil crate alt of Duct Tape, and has a 1 star rating.

Depending on how long you charge it for the boost can range from x0.3 to all stats up to x3.5 + x1.3 for a full charge. Spamming and full charging can both be useful depending on what other items you have, so neither option is really 100% better.
