Does anyone know what treasures and cookies I can replace for the wistle and Milky Way cookie since I don’t have her or the whistle yet

The only cookies I don’t have are cream puff cookie + every legendary, ancient, and super epics that isn’t oyster, PV or Black pearl cookie

AND

I have every treasure except for the whistle!
