My idea is that he is like in Undertale Yellow: having the human get the souls for him. But only his wish is to kill Asgore and Undyne and then free the underground to be their ruler (he is still power hungry)

Toriel isn’t just overprotective because of other monsters or evil, she is protecting the humans from herself. Basically, when everyone least expects it, she goes berserk and kills everyone on sight.
