Cam 9 and Cam 7 Were never completed like as Cam 10, the difference being that They weren't even made at all yet.

Sorry for posting so much but if our revival is that awful, its not our fault, 4.0 is already awful. i mean, just look at the concept art, the only mechanic used for 4.0 is just shutting off cameras. atleast we tried to add some variety with the face
