But in GOW2018 she looks way more physical so either it was projection of Kratos' mind which is a possibility or Athena's form significantly changed as time went on.

Fear Zeus and Athena in Higher Existance have a similiar translucent look/form in GOW 3 which may mean they are similiar kind of beings and Athena is also filled with a feeling/attribute.
