During the development of the final wave update, 3 characters from the Five Nights at Team Rocket HQ series were planned to appear, those being Wobbuffet, Hex Maniac / Ghost Girl and MissingNo, these were choosen due to the lack of appearance they had in their games, MissingNo only appearing in Night 2 on Team Rocket HQ and the others from Team Flare HQ not appearing at all per say.
