Throughout the film, the Toys show hesitation, curiosity, confusion, and emotional reactions that don't match a coordinated AI system. They don't warn each other, they don't strategize, and they attack impulsively, like children driven by instinct. When they begin to be destroyed, they become even more expressive, indicating that the programming that sets the limits is failing and allowing the souls to manifest. So my final idea is, Puppet tries to kind of coordinate them to do what she wants, and has Toy Chica as her main precisely to deceive Abby; she kind of connects to her mind.
