Basically phase 3 approaches the whole bringing Sans back and Undyne from a psychological stand point.
Sans is just a lot of Papyrus' memories of him rearranged and clustered to make this Sans.
Fun fact: That's what we as humans do whenever we are imagining something. We take old information and memory and rearrange it to make something new, but still similar in a sense.
The same can be said for what Papyrus does with Undyne.
Throughout the fight, Papyrus kinda starts to ask himself if he really is doing this for their sake, and eventually when he finally realizes they may not have wanted him to do this, Both Sans and Undyne turn into Lost Souls to represent how clustered and confusing everything has been for Papyrus.
