How do cookies have children?

I mean I know that they're baked from the witches but how is it decided?

A witch bakes a cookie similar to already existing cookie and gives it to them and is like 'Congratulations, it's a girl!'


Because honestly the witch that did that for Dark Choco needs a medal for carrying the main storyline
