The buildings in which the settlers work would start to require payment at some point. After that the tax collectors will collect gold from residential buildings and deliver it to the buildings that require payment in order for them to keep working.
You will need a smelter in order to make iron, which is made out of stone. Use it to upgrade buildings and forge weapons.
