All the characters at have said racist things or are racist are characters who are supposed to be like that

Cartman: A PURPOSELY bigoted psychopath who's evil af

Randy: An asshole IDIOT who's a horrible father

Butters: A naïve boy who gets influenced and taken advantage of by Cartman and even others sometimes

For the LGBT phobic part, they make fun of EVERYONE and EVERYTHING, straights, gay people, cisgender people, transgender people. The things I've found about LGBT people are the gay and trans characters, and that one episode when all they said was don't promote trans stuff to 8 year olds. I don't have an opinion on that stuff but that seems pretty tame.
