So uh... How's this Susie? Is it ok enough to make into a reference sheet?

Working on Susie next but her fringe is an very difficult hard part, how do you do this exactly, look at the 2nd and 3rd image (Susie's front and side sprite) and tell me how does her hair work? I just don't understand?
