In North America Pac & Pal was intended to release as Pac-Man & Chomp Chomp, replacing Miru with Chomp Chomp from the first television series.

the only seen cabinet for this (that btw doesn't show gameplay) makes a ghost yellow, turns another ghost blue, and gets ALL their names wrong

There was a pitch for a Pac-Man game called Count Pacula. It would be a dungeon crawler where you have to eat all the dots and avoid getting caught by the good Pac-People. It is unknown why it was canceled but it's assumed it's because of its dark nature.
