When using INI++, it does not create folders. Therefore, if you were to play the game on a computer that lacks the MMFApplications folder, it would not create the folder AND the save.
The only way you can make the save be created is if you put it in the AppData folder or manually create the MMFApplications folder yourself (which you won't need to do whenever the game comes out) or any existing folder in your Windows.
