I think Eri and Tomura were designed the same (same color pallette and trauma) to symbolize that Eri was saved by heros and Tomura wasn't. They both were brom with dangerous quirks. They both killed a memer(s) of their family. Yet Eri had Izuku and Mirio save her. Tomura didn't have anyone and that let to AFO finding him.

I also believe that if Tomura would've met Izuku earlier before he had been dead set on killing All Might. I believe he would've atleast tried to change.
