Black motorcycle helmet with deer horns, two significant scars on its back looking like he was stabbed or pierced with the usage of an unspecified dull like weapon, They are using some kind of software to distort his voice.
They are calling themself "Red" and sometimes "Lisa", we don't know if this is their nickname/name or just random words.

Pattern
The pattern that they are following is quite simple but hard to catch.

First, they find a person with a criminal background even if the information is unknown to the government or is being hidden by the government [ Probably through hacking and illegal data collection ] then if the target's "character/morality" didn't change and if they are still committing illegal activities or intending to do them Subject will strike either killing or harming the target to the point of unbelievable body trauma which occasionally can lead to a delayed death.

Later mostly a day or a week after the strike a video will be uploaded to the Subject website on the darknet with the "usually" irredeemable proof about the Target's intention and crimes committed.

It's only hard to catch because we don't know when they will strike and who and we can't protect all of the criminals, and even if we could, most of the agents here wouldn't be voluntary to do it.

All we know is that his "work" territory is "redacted".
