Adding a new debuff that is kind of the player version of the dance effect Once I implement Elliott in he's mostly gonna revolve around it cuz wind

I think she might be done, just tested out her negative effect removing ability and it took me a bit since I did change some of the code a bit in the sprite, but it works as intended(at least from what I know)
