He was created by S (Mario.FDS) and was banished after not having the same intentions as his Creator. He exists in Arcade Roms, capturing anyone who play the Games.

Trivia: While he Despises Mario, he's thankful he's able to lure his Victims more Often. He ONLY plays Mario Arcade Games. He is Weaker than EXE, but still really Strong. SPX (even if he didn't Create him) would still beat the ABSOLUTE SHIT out of ROM.
