Mister Blue is an OC inspired by William Afton's "Purple Guy" appearance, but unlike Afton, he's a genuinely nice guy who just wants to make people feel special on their birthday. He owns his own family friendly pizzeria.
He's always meant to be depicted in this super low res pixel style, even when standing next to a completely regular person. I think the style clash produces a fun visual :)

Sonic Adventure 2 is my favorite game for a lot of reasons! The different types of gameplay, the opportunity to play as the bad guys for once... But I especially love it for being Shadow's debut! #SonicFav
