Rifa Heia is Blitera's sister. He is the rightful heir to Blitera's throne if Blitera dies. Blitera himself is quite amazed by the amount of people she kills everyday, almost as high as the amount of people he kills. Unlike Blitera, however, Rifa has not much interest in the Bliterian empire. She just wants to kill people, and have an army to do it as well. She has sometimes considered killing Blitera and stealing the throne then and there, but she usually decides for a later time. She is second in charge of project BITera, as she sometimes fixes errors in the code of the BITeras clones. She once was given a flower crown by Blitera, and she talks about it as the crown she will wear to the throne when Blitera dies, as cited from the higher ranked Bliterians with the authorization to talk to her from a member of the council, or Blitera himself. She started doing experiments with void, and she lost a quarter of her soul in the process, along with becoming half void. If you say olycieon near her, in any way shape or form, she will snap, and cut off your head with one of her swords, because of her void.
