It is manipulation in case c) because Sans would know Asgore would never do that thus making Frisk think something that isn't true to receive an outcome he wishes for.

One thing has caught my attention, Sans could be either:
a) firing up Frisk to kill Asgore
b) really believing Asgore would destroy humanity with 7 souls
c) wanting Frisk to actually give up on fighting Asgore and stay in The Underground (manipulation)
