In the sense that they become the pursuers and you become the victim, made possible through monsters getting dusted.
Sans's job is to locate others, capitalizing on his uncontrollable teleportation and using it to track both the player and any surviving monsters. And when that doesn't work, he uses "subliminal messages".
Papyrus's job, obviously, is to kill you and any monsters his brother's found, exhausting you of all your options so all you can do now is become a good person or stay dead. As he kills more monsters, he appears less like himself and more incongruous, most notably the bloodshot eyes. This, of course, parallels how others say you don't look human in UnderTale's genocide route.
This roleswap's purpose is to put you in the perspective of monsterkind, forcing you to reflect on the suffering you've put them through so that you ask yourself,
"Why am I doing this?"
