Hello Everyone. Right now I am actually really eager to release it early for 2 reasons.

I found out how to rotate a skybox thanks to the internet. I have applied this to Sonic.EXE and it's just as I hoped it would look like. I may apply this to more games if needed.
Since I have a job to do the day before, it would be best to release it early so in the future I don't forget.

The new release date is October 7th. I will patch some stuff before and if any bugs are found, I will try to fix them in the future if I have time.
