This script by Vlue gives you HP/MP/TP gauges that have animations for decrease and increase in VX Ace.

For the enemies to also have HP bars over them like in the gif, use this script as well:

Note that the sleek gauges script will affect all gauges in the game. #rpgmaker #rpgmakervxace
