In snowdin, he was in LVL 5, and he begins to kill every strongest monsters including the royal guards to torture more, and even Papyrus got killed and his eyes were pierced by Sans, and now the human encounters him again.
Papyrus was so close to a phantom, but he died and turns to dust.
