Forge is a place where iron is being delivered to from the smelter. Here you can make swords, shields and bows for your settlers. With such weapons, not a single orc will pass.

The buildings in which the settlers work would start to require payment at some point. After that the tax collectors will collect gold from residential buildings and deliver it to the buildings that require payment in order for them to keep working.
