apparently, in sonic mania, the hooligans appearing and taking the tornado down in sonic mania are indeed the actual hooligans, with heavy magician taking their likenesses later on, which is weird since i always assumed since she uses their appearances in her fight, i thought that was also the heavy magician disguised but i guess not !!
