Does anyone or someone know how to get rid of a IP linked account ? bc my friend's ban time is 2040 and I'm linked to it

Okay, so I know I've gotten a tier 1, tier 2, tier 3 ban in the past, but, tier 4 for spamming? Shouldn't that be like tier 1-2? If you're reading this, I'm asking you to please either change the tier, or unban me. Please.

Anyone know why there's cones here? I can't find anything about them in the changelog or wiki, help?
