Gameplay in DONTFORGET

so i made a speedrun of the master quest, i think it was quite good, check it out!

So, whenever I try a Power Star quest, I can only find 11 of 12.

And yes, I checked every room in the game, not counting grind rooms or Goner Kid.

I'm honestly pretty sure it just didn't spawn.
