Personally, I really like enemies that actually have a bit of personality & backstory and don't just feel like walking shells.
Deltarune's would be a good example. Minecraft's would oppose.

It's simple and old fashioned, but there is something magical about the "Hammer brothers" from Super Mario Bros 3.
They still feel unpredictable and challenging in a satisfying way to this day. 
The necromorphs in dead space have such cool designs
