This is unless credited or allowed from said user. But in general, please don't do the following stated.

2. No harassing/bullying users.

It's pretty obvious, it's not wanted here. It's just very annoying for others, no one's here to bother others.

3. No R34, NFSW, or suggestive related content.

Be mindful that GameJolt has underage users here, so please don't post any of that kind of stuff.

Don't have to, but recommended. If you happen to think your art seems too suggestive put a warning/image stating that it could suggestive. Nudity is not allowed obviously.
