Gero's raw powers alone is about as strong as Goku's Super Saiyan in the second Saga of Dragon Ball Z, Eggman is just a regular human, but he have ALL his machines that he used in boss fights.
What if Sonic gets the Dragon Balls and wished that he knows all of Goku's techniques, powers, and get his abilities, including transformations as well? Yes, he would still have his own abilities as well.
