why cant sans just teleport to the surface

i have a question, why the monsters could simply go and build stairs enoughly large to climb the pit on the entry of the underground?

i was playing peggle and i saw that ghost girl has simler eyes as sans black background white pupils and can have blue eyes from time to time i wonder if this was part inspiration so what do you guys think
