Gamejolt is undertale fan-game?

My fangame is centered around a Neutral run. Im having thoughts of a genocide run, but it wouldn't be canon to the game's lore. Should I add a Genocide Run into the game?

Should I draw actual characters that are already created like Undertale, Underfell, Ink Sans, Error Sans etc or should I draw things from my imagination or both
