You have to be 13 years or over to use the site wthout consent.
"The Site is available only to people who are of legal age to form a binding contract, and in no event may the Site be used by a person aged 13 or younger without consent from such person's parent or legal guardian. " <- pulled from the terms of use.
Also I don't think this belongs here in the Feedback/suggestions Forum. It's about GameJolt but not really feedback, t's more of a general queston about the site. Not a big issue though just remember to read the sticky topic first before posting in future,

I think; however, that that mostly applies to devs since the contract is only for devs making money. On the other hand, I think it's still a good idea to get consent before going on the internet.
No it applies to all users. Only users who are of legal age to form a binding contract can register on the site. When you accept the terms you are agreeing that you are over this age.
And with devs you can't withdraw dev revenue without a PayPal account associated with your email. You can only register PayPal accounts over the age of 18.

And if someone is under 13, they must have their parents permission before going on gamejolt.
