Go with Gamemaker studio, Unity is also good option but you will have to program things yourself.

Dunno why we're trying to necro a 5-year-old thread, but Godot is also a solid option that offers more features than Game Maker, afaik. Though, admittedly, it might have a little less learning resources than GM.

Have you ever considered the nCine?

It is an open source 2D multi-platform game engine coded in C++ and scriptable with Lua.
It works on Windows, Linux, macOS, Android and the web.

Use Gdevelop! Its completely free, there are no restrictions, and it uses lowcode! (Lowcode is a version of coding where you don't code in lines, but in custom features.) You can also add java script and it has a built in frame maker. It also has a physics engine, light renderer, and more. You can also make isometric games (2.5D), and there are particle emitters.
