Do you guys have an app for phone? I mean can i play undertale fangames on phone?

Depends. If you are on iOS, I'm afraid no. Apple has a strict block on non-appstore applications, and fan games are not allowed in their AppStore, and trying to install apps not obtained through the AppStore will void your warranty.

Android can be a different story, as you can turn the PlayStore-only feature off, but it depends on the developers of these fan games if they wanna make the game for a smart phone. Smart phones cannot compete against laptops and desktop computers (and if anyone tells you otherwise, turn around and plug your ears as that person is either lying or trying to keep their head in a different reality), and can be a plain disaster to develop for (due to loads of limitations graphically, lack of keyboard/mouse and not to mention the limited RAM and storage space), so they are not always very popular among developers.

Best course of action is by searching. try "undertale android" for search term, and hopefully you'll be able to find something. Some developers do develop for Android. A few things to watch out for.

A lot of fan games for android are stolen ports. These come with a few issues:
- First of all, an Android port of a desktop game, rare functions the way it should since the game was simply not made for the kind of device you are trying to run it on, and thus some functions are bound not to function properly (if at all).
- Second, Game Jolt rules see ports mostly as "stolen stuff" (unless we can verify that the port was either made by the actual developer themselves (in which case the port is mostly just on the same page as the desktop variant), or that the original developer gave permission, but the latter is also not in all cases acceptable), and quite often they get deleted by moderators. We are very strict on that rule.
Although Google allows you to install Apps not obtained through the PlayStore, they do recommend against it. Not just because it could increase the chance of malware, but I've also heard stories about people not knowing what they were doing, with terrible results. Nothing is fool-proof after all. I hope you know how to deal with apk files. :P
