Iv'e tried deleting it and reinstalling but if I delete it, it wont let me install it again. And I'm using a surface pro 3._. .

It says I need to close all intstaces of the app first.
Yeah, you need to do that first. Make sure to completely close the Desktop App by right clicking that icon (close button) and select quit. You can also quit by clicking your profile picture at the top right of any Desktop App screen, and selecting "Quit".
If it still says the App is open, look on your pc's Task Manager to force it to close as well.
