I tried to look up a tutorial, but its outdated. I have it setup has a game that has a stable build, but I will keep on updating it. I cant seem to find a way to update it! Send help!

Right, I'll try to explain it.
You know Game Jolt works in packages, right? Well packages have releases and the releases have their builds.
Well the builds is the download itself, and multiple builds is just for if you are multi-platform (Windows, Mac, Linux etc), and packages are the stuff as a whole, well you can leave that part the way it is.
Well the magic for your question lies in the releases.
Just add a new release, and add your updated files to that new release. Game Jolt will automatically show the newest release.

if someone downloaded my game before i updated it would it automatically update for them
